Xu Jin, a Member of the CPPCC Suggests Revising the "Ambient Air Quality Standard" as Soon as Possible | CBCGDF Climate Change Working Group

In the context of more than ten years of vigorous air pollution control, China's air quality has been significantly improved. The monthly average value of PM2.5 in major cities across the country has been declining year by year. It has dropped from 55 micrograms per cubic meter in 2015 to 29.3 micrograms per cubic meter in 2024. This has led to a new issue. Compared with the current limit of 75 micrograms per cubic meter for the daily average value of PM2.5 in the "Ambient Air Quality Standard", the actual situation is much lower, with a difference of nearly 60%.



During the 2025 National Two Sessions, Xu Jin, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), submitted a proposal on the revision of the "Ambient Air Quality Standard" regarding this issue. He suggested conducting a comprehensive assessment of the health risks of air quality in China to provide a basis for the revision of the "Ambient Air Quality Standard" GB 3095-2012. Based on the revision work of the "Ambient Air Quality Standard", it is also proposed to formulate and promulgate the "Atmospheric Environment Health Impact Assessment Measures" to guide the evaluation and management of air quality, lead the construction of a healthy ecological environment, and protect public health.

Xu Jin emphasized that it is necessary to revise the "Ambient Air Quality Standard" in order to protect the health of the people. From a legal perspective, China's "Air Pollution Prevention and Control Law" also clearly stipulates that the implementation of air environment quality standards should be regularly assessed, and the standards should be revised in a timely manner according to the assessment results to ensure they are scientific, rational, and in line with the socio-economic development.
